The police officers, Alexandru Mocanu and Gheorghe Vutcariov are obliged to pay into state benefit about 50 000 MDL, for acts of torture and violation of the right to liberty and security, committed in April 2009 on the citizen Vitalie Crețu.

The Ministry of Justice intervened with a complaint a year ago, to the General Prosecutor's Office to verify if the actions of the two policemen represent constituent elements of the crime, as a result of detention, ill-treatment and Vitalie Crețu's arrest on 9-10 April 2009 and compensation for the damage caused to the State, according to the Supreme Court of Justice.

For illegal deprivation of liberty over 5 days, and holding in some inhuman and degrading conditions in preventive detention cell, the complainant received from the Moldovan state budget, 25 thousand MDL each, for violation of article 3 and article 5 (paragraph 1) of the Convention for the Protection of Human Rights and Fundamental Freedoms (CEDO).

This practice will allow to prevent any convictions of Moldova to the European Court in Strasbourg.

The decision was taken by the Ciocana District Court of the capital, admitting the action to collect in order to regress of the previously paid amount of money to the applicant by the Government.

The civil case, instituted at the request of summons to General Prosecution Office, was examined in a public court hearing by the magistrate, Igor Manascurta, on October 10, 2016. The decision can be appealed at the Court of Appeal within 30 days.
