The solution of the Transnistrian conflict settlement must be taken in the framework of 5+2 format negotiations and consulted with the civil society and citizens of Moldova, said today the Deputy Prime Minister responsible for reintegration Gheorghe Balan, during a joint press conference with the Special Representative of OSCE for Transnistrian settlement process, Wolf Dietrich Heim.

The plan for federalization of Moldova in 2003, the so-called "Kozak" plan, showed major risks for the Moldovan statehood, said Gheorghe Balan. That's how he responded to the statements of Vladimir Putin who reminded about this document, which the president Vladimir Voronin rejected it then at the last moment.

"As was stated in the "Kozak" plan there is the possibility to lock the functioning system of state that could lead to the impossibility of running the country and more serious consequences. When were put on the scale all the pluses and minuses it has been found that is not the best approach and the best solution," said Gheorghe Balan.

The official also criticized euphemistically the fact that Igor Dodondoes not consult with the state structures when he makes statements or undertake actions regarding the Transnistrian conflict settlement.

The OSCE Special Representative for Transnistrian settlement process, Wolf Dietrich Heim is his first visit to Moldova in this function. He has planned meetings in Chisinau and Tiraspol. The official said that the Austrian Presidency in OSCE aims to undertake actions that would favor a solution to the Transnistrian conflict settlement.

"We want to reach a final resolution of the Transnistrian conflict on the basis of sovereignty and territorial integrity of Moldova with a special status for Transnistria which would guarantee full human rights, political rights and social rights of the inhabitants of this region," said Dietrich Heim .

We remind you that the negotiations on the Transnistrian conflict settlement takes place in the so-called 5+2 format, where Russia, Ukraine and the OSCE have the status of mediators, the European Union and United States observers and Chisinau and Tiraspol parties involved in conflict. Initiated negotiations in this format at the end of 2005 drags on, and the last official talks were held last summer.
